Electro mobility- between wishes and possibilities

Hybrid automobiles with low emission of harmful exhaust gases and electric vehicles with zero emissions of harmful exhaust gases - Macedonian dream, a reality in Europe and the world. Unlike European capitals, the streets of Skopje cannot see any electric and only several hybrid automobiles. The analysis showed that the citizens in this country are conservative on this issue and do not have enough information about the benefits of using electric powered vehicles. There are many taboos about electric vehicles, starting with the fact that they are very expensive and their maintenance is expensive, the fact that they cannot develop high speed and that they are not safe. Great savings on fuel and reduced pollution and noise are pointed out as the main strengths of electric vehicles. However, the experience has shown their larger use in those countries where the state offers a number of benefits for citizens who use electric vehicles, but also where the population is informed and aware of the benefits of using electric powered vehicles for both the consumer and for the environment.

For all these issues was debated by the representatives of the City of Skopje, the magazine "AvtoPlus", representatives of the Ministry of Internal Affairs, Ministry of Environment and Physical Planning, Ministry of Transport and Communications, representatives of EVN Macedonia (main electric power distributor), technical universities, the Republic Council on road traffic safety, the representatives of different  sectors from  the  City  of  Skopje  administration,  directors  of  public companies, Auto-Moto Association of Macedonia, representatives of manufacturers and suppliers of vehicles and NGOs. The roundtable debate was organized by the City of Skopje in cooperation with the magazine AvtoPlus.

The roundtable was held on 2nd of June 2014, under the Ele.C.Tra project co-funded by the Intelligent Energy Europe Programme of the EU.

The discussion resulted the following findings and conclusions:

  1. Our  citizens  are  ready  for  new  technologies,  they  would  buy  an  electric vehicle, but in return they expect various incentives and benefits from the state to be encouraged to drive such a vehicle. In this sense, the state is expected to develop an incentive program for purchase of electric vehicles and to use the examples of financial incentives from European countries in range from 2,000 to 5,000 Euros, i.e. not paying VAT.
  2. More institutions emphasized their willingness to engage in activities in the field of electro mobility. In particular, it was pointed out that there is neither technological nor technical obstacle by EVN Macedonia to start setting chargers,  but  they  highlighted  the  need  for  designing  and  defining  the locations where they would be placed in the city. On the other hand, the representatives from the Faculty of Electrical Engineering and Information Technologies said that they are undertaking a project to build a Center for energy efficiency and renewable energy sources that is planning, designing and setting chargers for electric vehicles on the faculty parking lot that will provide free charging. They noted that they are willing to actively engage in the activities in the field of electro mobility and put their available resources to availability of the City of Skopje.
  3. There is great ignorance and lack of knowledge about electric vehicles, this is why we emphasized the need for educating and informing the population about the advantages of these vehicles, and the media would have the role of main promoter and especially those whose interest is electro mobility. The great  turnout,  the  attendance  and  participation  in  the  debate,  the  large number of media institutions and the electro-topic confirmed the great interest in the introduction of this kind of transport in Skopje.
  4. Great savings on fuel, reduced pollution and noise are the main strengths of electric vehicles. However, the experience has shown that the use of electric vehicles is highest in those countries where the state offers a number of benefits for the citizens who use them. In this sense, we highlighted the need of  encouraging  greater  involvement  and  coordination  of  institutions  for different treatment of electric vehicles and the introduction of positive discrimination as the same in terms of parking, tolls, environmental loans with low interest rates and other incentives in procurement and using them.
  5. Providing the necessary conditions and build the appropriate infrastructure for their movement - streets, parking, location for chargers. In this aspect the new urban plans and strategic documents, need to define and project a network of charging points for electric vehicles - chargers and define minimum standards for adequate infrastructure.
  6. Providing support for development of new businesses based on the concept of public-private partnership for setting public chargers and subsidized use of energy, setting chargers on public parking places, garage, shopping malls, taxi stations etc.
  7. The need for the City of Skopje to define its own strategy and electro mobility policy that will determine an action plan for implementation of measures to enable the electro mobility in Skopje to become reality.
  8. Introducing an eco fee in Skopje for conventional vehicles, free parking for electric vehicles, free registration, special parking places, setting public chargers, free energy, etc, modernization of the taxi and the delivery vehicles with electric or hybrid drive vehicles, determination of pedestrian zones that can run delivery only with electric vehicles, are activities that should find a place in the strategic plan for electro mobility of Skopje.
  9. We need to encourage the institutions in the next 5 years, to provide "an example" for social responsibility and commitment to the replacement of 20% of its own fleet with electric or hybrid vehicles (cars, scooters, bicycles, etc.).
  10. The  findings  and  conclusions  of  the  discussion  can  be  submitted  to  all relevant institutions at national and local level, to be informed and aware of the need for operationalization in specific plans and projects in the future.
