The City of Genova participation in Ele.C.TRA project, both as Coordinator to Pilot City, translates in practice the new vision on sustainable mobility that the Municipality is adopting and disseminating.

The City, through the Ele.C.Tra project, aims to support the development of a self-sustained business model of green transport in general and electric scooters in particular in urban context. To reach this strategic goal the Municipality is experimenting a new method of city government and governance, with new forms of social co-operation involving the whole community, with the idea of integrating public (local Institutions, all the authority levels) and private sectors to facilitate the matching of offer and demand in an efficient way.

  

For these reason it was created a new network of people, institutions and companies - the NSG (National Support Group) - to spread the marketplace of e-scooters in urban contest through the signature of Agreements with the Municipality aimed to carry our pilot activities able to reinforce the market opportunities at to boost citizens behavioural change. The Department involved in the project are:

- Strategical Planning, Smart City and EU Projects Coordination Department

  • The European projects are considered one of the most important instrument allowing the Municipality to achieve strategic goals. For this reason the Strategic Planning Department, Smart City and EU Projects Coordination supervise the Municipality EU Projects. And the actions included in Genova Smart City’s framework. In particular, a special attention has to be given to the use info-technologies, as an enabling factors to facilitate the City’s actions, timing and effectiveness.

- Mobility Department

  • The Mobility Department coordinates all aspects of Urban Mobility, with planning instrument like Urban Mobility Plan (PUM) to define the main characteristics of transport and mobility in the urban area. It includes different kind of interventions (Infrastructural; Technological; Managerial). It takes into account other projects and programs related to mobility in the urban area.

City of Genoa Context

The City of Genova is the capital of Liguria Region, situated in the North West of Italy. It covers an area of 243 square kilometres (151 sq miles) between the Ligurian Sea and the Apennine Mountains. The city counts 602.000 inhabitants that growths to indicative 850.000 including the Metropolitan Area of its neighborhood. It is characterized by one of the largest Middle Aged Historical Centre in Europe, designated as World Cultural Heritage by UNESCO since July 2006, and by its commercial port, the most important in Italy for traffic flows and one of the first in the Mediterranean Sea.

  

The vertical shape of the town creates a fascinating landscape and landmark, but as well represents a severe constraint that compresses and conditions the town and its possibility of evolution. The urban environment, strictly related to the topography of the area, shows major urban development mainly in the coastal area sloping down towards the sea. Genoa has a very particular streets layout due to the lack of space and the absence of alternative routes increase traffic and logistic issues from people. Green mobility represent an alternative answer to reduce pollution effects that affect citizens and the municipality has an impressive track record in implementing measures and projects in the area of public transport promotion, clean vehicles, access control, urban goods transport alternative modes and intelligent transport systems.
