The City of Genova is a local authority. The challenge of the City is to build instruments and strategies for a different concept of local administration, focused on quality of development and economical revival.

Genova is experimenting a new method of city government and governance through a creative exercise in steps, with new forms of social co-operation involving the whole community, with the idea of integrating public (local Institutions, all the authority levels) and private sectors for projects of economic, social and environmental transformation scheduled in the period from 2004 (when Genova was the European Capital of Culture) to 2010. City of Genova is actively involved in many research projects focused on education and solidarity, quality of life, economy and employment, communication and promotion of the City, Port and infrastructures, city management.

Genoa Municipality is strongly committed in the “Smart City” programme aiming to improve energy efficiency and citizens quality of life. Within this framework, it joined the Covenant of Mayors - a European movement aiming to develop energy efficient policies and to improve renewable energy sources, in terms of reduction in CO2 emissions through enhanced energy efficiency and cleaner energy production and use. Signatories of the Covenant of Mayors contribute to policy objectives through the implementation of their Sustainable Energy Action Plan. It is one of the first Italian cities signing the Genoa SEAP fixing the objective of a 23.7% lowering of carbon emissions in 2020. This process is being developed through an integrated strategic planning involving public and private stakeholders at city level. 

Moreover, the city of Genoa, has long taken a path that led her to be a leader in national and European level in the Smart City transformation process, through European projects in this area, aimed not only infrastructure aspects related to energy conservation and quality of life, but also a model of service delivery based on the involvement of the entire city as regards the context of business, academia and the social.

Strategical Planning and EU Projects Coordination Department.

The department coordinates the city’s EU projects making sure they are consistent with city’s policies.

A special attention is given to the use info-technologies for monitoring City’s actions, timing and effectiveness. Most actions are included in Genova Smart City’s framework. 

City’s Mobility Department.

The Mobility Department coordinates all aspects of Urban Mobility, with planning instrument Urban Mobility Plan (PUM) to define the main characteristics of transport and mobility in the urban area.

It includes different kind of interventions (Infrastructural; Techological; Managerial). It takes into account other projects and programs related to mobility in the urban area.

Planning and Organisational Development Direction – Strategic Planning .

The Department manages the accounting, the administrative act of the Municipality of Genoa and coordinates the Municipality’s activities related to the political agenda. The European projects are considered one of the strategic goals, the Direction manage the administrative activities and support other Departments involved in European projects.
